“ASME VIII Div.1” is frequently written in RFQs as if it described one identical commercial scope. It does not. A buyer may mean that calculations should follow Section VIII Division 1, that the manufacturer must hold a valid Certificate of Authorization, or that each pressure vessel must be manufactured and certified through the ASME Code process with the applicable Certification Mark/designator and Manufacturer’s Data Report. Those requirements should be separated explicitly.
1. What Section VIII Division 1 covers
ASME BPVC Section VIII Division 1 provides rules for the construction of pressure vessels within its scope, addressing materials, design, fabrication, examination, inspection, testing and certification/marking. It is not a heat-transfer design standard; a shell-and-tube exchanger may use separate thermal design methods and TEMA mechanical practices while the pressure boundary is designed to the applicable pressure-vessel code.
2. Manufacturer authorization versus equipment certification
An ASME Certificate of Authorization permits an organization, within the scope of its certificate and quality system, to apply the ASME Certification Mark with the appropriate designator to qualifying items. ASME’s certification information describes the U designator as covering manufacture of Section VIII Division 1 pressure vessels within the authorized scope.
Possession of the certificate alone does not mean that every vessel leaving the factory is automatically a Code-certified U item. The contract must require the specific vessel to be built under the Code certification process, with the applicable inspection and documentation.
3. What buyers usually mean by “U stamp”
Industry often uses “U stamp” as shorthand for a Section VIII Division 1 pressure vessel certified and marked under the ASME system using the U designator. In modern ASME terminology the Certification Mark is used with a designator. For procurement clarity, avoid relying on slang alone: specify the code section/division, manufacturer authorization, required marking/designator and Manufacturer’s Data Report.
4. Manufacturer’s Data Report (MDR) is a defined Code document
ASME publishes Form U-1 for a Manufacturer’s Data Report for pressure vessels, with other forms applying in specific situations. The report identifies manufacturer, purchaser, vessel type, serial/drawing information, code edition/addenda data, materials, design conditions, construction details and certification statements. The correct form depends on the vessel and Code requirements.
Do not use “MDR” ambiguously to mean the entire manufacturing record book. In some EPC projects “MDR” is also used informally for Manufacturer Data Record/dossier. The purchase order should distinguish the ASME Manufacturer’s Data Report from the final document dossier.
5. Role of the Authorized Inspector
ASME Code certification for Section VIII Division 1 involves inspection by an Authorized Inspector operating within the ASME conformity-assessment framework. The manufacturer and inspector have defined responsibilities under the Code and quality-control system. A purchaser-appointed third-party inspector is not a substitute for the Authorized Inspector, although a project can have both.
If the buyer wants additional witness points, these should be placed in the project ITP and coordinated so they do not conflict with mandatory Code inspection activities.
6. Code edition and project specification must be frozen early
State the applicable ASME edition and any project-required Code Cases. Do not assume the manufacturer will select the same edition referenced by an old drawing. If a replacement exchanger was originally built to an earlier edition, the purchaser should decide whether the new item is a like-for-like repair/replacement under local jurisdictional rules or a new vessel built to a current specified edition.
7. Design inputs the buyer must still supply

8. Materials and welding cannot be summarized as “ASME material”
Section VIII uses materials permitted by the Code rules and referenced specifications. The purchaser may still impose grade, supplementary requirements, impact testing, corrosion restrictions or PMI. Welding procedure and welder qualifications must cover the production work, and the project may add controls beyond the minimum Code requirements.
9. NDT and joint efficiency: specify the intended examination basis
Radiographic or ultrasonic examination extent can influence design joint efficiency and fabrication cost. “Spot RT,” “full RT” and other shorthand should be reconciled with the actual Code paragraphs and joint configuration. A buyer who wants a specific examination extent for risk management should state it in addition to the code minimum.
10. Pressure testing and marking
Pressure testing follows the applicable Section VIII rules and approved design. The purchase specification should identify any test-medium restrictions, chloride limits for stainless equipment, drying/cleanliness requirements and purchaser witness point. Final marking/nameplate data should be reviewed against the approved drawing and code documentation.
11. National Board registration is a separate jurisdictional question
ASME Code certification and National Board registration are related but not identical requirements. Registration may be required or preferred by the destination jurisdiction, owner or insurer. The buyer should state the installation location and registration requirement instead of assuming that a U-designated vessel is automatically registered everywhere.
12. Recommended RFQ wording
This wording should be adapted by the purchaser’s engineering/legal team to the actual jurisdiction and project. If the project only requires calculations to ASME without Code marking, say that explicitly instead of using the same wording.

- Copy/verification of valid ASME Certificate of Authorization.
- Approved fabrication drawing and design conditions.
- Code calculations if contractually required for purchaser review.
- Material certificates and traceability records.
- WPS/PQR/WPQ and weld/NDT records as specified.
- Pressure-test record.
- Applicable Manufacturer’s Data Report.
- Nameplate/marking record.
- National Board registration evidence if required.
- Final manufacturing dossier per the agreed index.
Frequently asked questions
Does a company holding a U Certificate mean every vessel it makes has a U designator?
No. The company authorization allows it to perform Code work within its scope. The individual vessel must be manufactured through the applicable ASME certification process for the Code marking/data report to apply.
Is a Manufacturer’s Data Report the same as a full manufacturing dossier?
No. The ASME Manufacturer’s Data Report is a specific Code form/record. A project manufacturing dossier can contain many additional documents.
Can a third-party inspector replace the ASME Authorized Inspector?
No. Purchaser third-party inspection can be added, but it does not replace the Authorized Inspector role required by the ASME certification system.
Does ASME Section VIII design automatically satisfy PED?
No. PED conformity assessment is a separate EU legal requirement. An ASME design basis may be used in a PED project only if the PED essential safety requirements and selected conformity route are satisfied.
Do I always need National Board registration?
No. It depends on destination jurisdiction, owner/insurer requirements and project specification. State the installation location and requirement in the RFQ.
